The AIQ framework
Five dimensions, scored 0–20 each. Awareness, Fluency, Infrastructure, Workflow, Adoption. Plus the four score bands: Unaware, Aware, Capable, Compounding.
Sector benchmarks
Expected AIQ band for five sectors: Public sector, Development country offices, Financial services, Life sciences & health, Mid-cap private. Sub-scores by dimension where the data supports it.
Methodology & sources
23 structured interviews, field observations, a PSDP procurement audit. All sources cited. The 38-question scoring instrument will be published in full alongside v1.0.
The adoption gap
76% familiar with ChatGPT. Under 10% running AI in production. Median AIQ in our sample sits at 32 — well below the Capable threshold of 50.
